Successfully complete Story mode on the Hard difficulty to unlock Gaara.
Play as Gai:
Successfully complete Story mode without using any continues to unlock Gai.
Play as Itachi:
Successfully complete Arcade mode with all default characters to unlock Itachi.
Play as Jiraiya:
Successfully complete Arcade mode with Tsunade to unlock Jiraiya.
Play as Kyubi Naruto:
Successfully complete Arcade mode with Itachi to unlock Kyubi Naruto.
Play as Orochimaru:
Successfully complete Arcade mode with Jiraiya to unlock Orochimaru.
Play as Sasuke Cursed Seal 2:
Unlock all other characters, then complete Arcade mode with Sasuke again to
unlock Sasuke Cursed Seal 2
Play as Temari:
Successfully complete Story mode on the Normal difficulty to unlock Temari.
Play as Tsunade
Unlock Gai, Temari, and Gaara to unlock Tsunade.
